Cooperation of the Republic of Kazakhstan with the Republic of Lithuania

General information

Diplomatic relations between the Republic of Kazakhstan and the Republic of Lithuania were established on June 15, 1992.

The Embassy of the Republic of Lithuania was opened in Kazakhstan on November 7, 1993.

The Embassy of the Republic of Kazakhstan was opened in Lithuania on July, 1995.

Mr. B. Mukhamejanov is Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Lithuania since March 26, 2013.

Mr. V.Nauduzhas is Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania to Kazakhstan since December 10, 2014.

Political relations

The relations between Kazakhstan and Lithuania have stable progressive character and focus on the development of constructive mutually beneficial cooperation.

The efficient use of Lithuanian transit and transport potential and also the advancement of interests of our country in the European structures are of special interest to Astana. Vilnius considers Kazakhstan as the key regional partner in issues of safety and trade and economic sphere.

Top level contacts. The president of the Republic of Kazakhstan N.Nazarbayev visited Lithuania in August, 1994 and April, 2001.

In November, 1993 and March, 1997 the President of the Republic of Lithuania A.Brauzauskas visited the Republic of Kazakhstan. The President of the Republic of Lithuania V.Adamkus visited Kazakhstan in May, 2000. And in October, 2011 the President of the Republic of Lithuania D.Gribauskaite visited Kazakhstan.

Contacts at a high level. In July, 1993 the Prime minister of the Republic of Kazakhstan S.Tereshchenko visited Lithuania. The Prime minister of the Republic of Lithuania A. Slezevicius visited Kazakhstan in September, 1994, September and December, 1995. In May, 2008 the Prime minister of the Republic of Lithuania G.Kirkilas visited Kazakhstan. And in May, 2015 the Prime minister of the Republic of Lithuania A.Butkevicius visited Kazakhstan

The inter-parliamentary relations are developing according to the Protocol of cooperation between the Mazhilis of Kazakhstan Parliament and the Seimas of Lithuania signed during the visit of the speaker of Mazhilis of Parliament of Republic of Kazakhstan Zh.Tuyakbay to Vilnius in 2001. Groups of inter-parliamentary friendship and cooperation function in the Senate and Mazhilis of Kazakhstan Parliament and in the Seimas of Lithuania. Deputies S.Akylbay (Senate) and Sh.Utemisov (Mazhilis) are Chairmen from the Kazakhstan side, and the deputy of the Seimas J.Sabatauskas – from Lithuanian side.

Close cooperation is carried out in relation to heads of foreign policy departments. The first consultations between ministries of foreign affairs were held under the direction of the Deputy minister of foreign affairs of the Republic of Kazakhstan A.Volkov and the Vice-minister of foreign affairs of the Republic of Lithuania E.Ignatavicius in Vilnius on December 5, 2012.

Negotiations with the President of the Republic of Lithuania D.Grybauskaite, the speaker of Seimas L.Graužinienė , the Prime Minister A.Butkevicius and the Minister of Foreign Affairs of the Republic of Lithuania L.Linkevicius were held during the visit of the Minister of Foreign Affairs of Kazakhstan E.Idrissov to Vilnius in January, 2014.

Trade and economic cooperation

In 2014 the commodity turnover was equal 436.5 USD mln., at that export – 285 USD mln., import – 151 USD mln.

The important mechanism for enhancing cooperation is the Kazakhstan-Lithuanian Intergovernmental commission on the trade and economic cooperation. Ten meetings have been held from the moment of creation of Intergovernmental commission.

Cultural and humanitarian cooperation

The exchange of experience in education, science and health care is carried out actively.

Eurasian National university named after L.N. Gumilyov, Kazakh state agrotechnical university named after S.Seyfullin, the Karaganda state technical university and the Karaganda state industrial university cooperate with the Kaunas technological university and the Gediminas Vilnius technical university.

Kazakhstani citizens also study at the Vilnius University, Klaipeda seafaring institute and the Kaunas school of sergeant structure of NATO.

The cooperation in the sphere of health care proceeds in the context the signed Memorandum of cooperation between the Kazakh national medical university named S.D.Asfendiyarov and the Lithuanian university of science and health (Kaunas).

Culture. In December, 2014 the Embassy of the Republic of Kazakhstan took part in Christmas charity fair in Vilnius. This event had a wide public resonance and was published in leading mass media of Lithuania.

In November, 2014 Four of Lithuanian University were include in International educational program of “Bolashak”.
